If you own property that was built before 1978, there is a high probability that it has lead paint in it.  Leaded paint is a hazard only if it is deteriorating—but long before it actually chips or flakes. 

How can I protect my tenants or my children?

If you own a rental property or live in a home that was built before 1978, there is a high probability that it has lead paint in it.  Leaded paint is a hazard only if it is deteriorating—but long before it actually chips or flakes.

Homeowners and tenants can request a FREE inspection to find out if your homes contain lead paint hazards.  To ensure your property does not harm your tenants or your own children, take these precautions:
  • Schedule a FREE inspection by the City of Rochester (585) 428-LEAD to determine whether lead paint is on the premises.
  • If you live in Monroe Co. but outside of city limits, call the ABC Lead Resource Center at (585) 325-5116 x4510 to schedule a FREE home lead inspection.

  • If there is lead paint, have a risk assessment done to determine whether the lead is a hazard. If there is a hazard, make repairs using lead safe work practices. Following the repairs, have a clearance test done to ensure that all lead hazards have been removed and the property has been effectively cleaned.

Federal, state, and local laws that apply require that landlords:

  • Maintain a safe environment for their tenants
  • Inform tenants of any lead paint hazards in the property
  • Inform buyers of the property of any lead paint hazards
  • Make sure anyone receiving compensation (i.e. rent) to do repair or painting work on a pre-1978 structure is newly certified by the EPA in Renovation, Repair and Painting (RRP). This federal law went into effect in April 2010.  There are FREE classes available through Monroe County.


TENANTS should:
  • make sure their children are tested for exposure to lead at ages one and AGAIN at two years old in accordance with New York State law
  • Report any suspected lead hazards to their landlords or call the City of Rochester  at (585) 428-LEAD to request a FREE inspection of their rented home or apartment.


HOMEOWNERS should:
